The Education Department website has a page that provides reports on Adequate Yearly Progress ("AYP") (or, in the case of over 21% of the Richmond schools, the absence of AYP) under the No Child Left Behind Act.

For Title I schools (4/5 of the Richmond schools), failure to make AYP for two or more years leads to sanctions.  Here is a summary of the 2007-08 Richmond sanction status by school:

English Math
OK 43 44
TBD ACDC, Munford ACDC, Munford
Year 1 Blackwell
Year 2   Alternative
Year 3
Year 4 Boushall
Year 5
Year 6 Wythe
Year 7   Wythe

Grand Total 48 48

"OK" is my shorthand for "not in improvement," which is federal speak for not subject to sanctions under the Act.

Wythe is half of the schools in Virginia in Year 7.  Sigh.

Chasing Out Kids to Improve the Scores

As I mention above, Richmond has been fairly close to the statewide AYP performance in each of the last two years.  That begins to make the AYP performance look looks like good news until you notice that the dropout rate has accelerated like a Saturn rocket in recent years:

As of today (Aug. 14, 2009) VDOE still has not posted the 2008-09 dropout and, as you see below, graduation rates.  Please ask them why they are sitting on the data.

Of course, if the kid drops out, he can't drag down the scores.  But he can't graduate, either:

See this page for a more detailed discussion of Richmond's scandalous dropout and graduation rates.
