Most of the top sixteen blocks for vice in Richmond are associated with rental property and a quarter are within or adjacent to RRHA developments.
The vice activity in Richmond thus is concentrated at identifiable properties. Vigorous policing, targeted at the individual violators, has not been, and probably will not be, effective to abate the activity. State law declares this activity to be a nuisance and provides abundant criminal and civil authority to end it. The City should exercise that authority to control nuisance drug, prostitution, and liquor activity.
